./configure
./make
./make install

/usr/local/sbin/nginx -c /etc/nginx/nginx.conf

netstat -pant |grep nginx
tcp 0 0 0.0.0.0:80 0.0.0.0:* LISTEN 16609/nginx.conf
tcp 0 0 66.113.100.140:81 0.0.0.0:* LISTEN 16609/nginx.conf

Problem persists, the problem does not appear to be with the Debian package but in my config.

I'll try a plain vanilla off-the-shelf nginx.conf next.
