2) the slot with index of (ngx_pagesize_shift - pool->min_shift - 1)
is the right slot for this size, and is never used.

Suppose the page_size is 4K:
There is 9 slots in the pool, the 9th slot (slots[8]) holds the size of
ngx_slab_max_size.
