it's better to change to just

location ~* ^/html/.+\.html$ {
root /home/my_name/tools/nginx;

3) ...|shtml)$ is not matched by \.html)$

4) regex is usele here, so

location /html/ {
root /home/my_name/tools/nginx;
expires 1h;
}
