We are seeing occasional hanging of nginx 0.8.53.

It can be fixed with a:

/etc/init.d/nginx stop
/etc/init.d/nginx start

Is this a new bug ?

Based on your post all I see is a loaded server. Do you have any logs or information to point to Nginx as the cause? An errant script could easily cause the symptoms you describe. - Dustin
