I found that even though I enter http://localhost:8090, NginX redirects to port 80, and port 80 is only valid inside the container, not on the host. If I change the redirected URL in the browser to include port 8090, the load balanced servers display fine. So, it seems NginX needs to know to redirect to port 8090 on the host.
