Hi,
I'm the author of RED, and also the chair of the IETF HTTPbis Working Group, which is currently revising HTTP (and which is the basis for what RED does, although RED is not a product of the WG).
Our goal is NOT to change the protocol, but rather to document how it's currently used, clarify anything that's not well-specified, and assure interoperability.
HTTPbis currently has a number of implementers participating, and would love to get nginx's input as well.
