There is basic TLS 1.3 supported in nginx 1.13.x since 1.13.0.

There are some remaining bits which we are planning to work on to
further improve things - notably the are problems with session
reuse when using TLS 1.3 to upstream servers, and no support for
0-RTT mode aka early data. These will be worked on in nginx
1.15.x.
