nginx 1.13.6 packages from the official nginx.org mainline repository are now built on CentOS 7.4 using openssl 1.0.2.

That also means those packages are impossible to install on CentOS/RHEL 7.0-7.3, if the operating system is explicitly configured to use minor version repos, instead of the "rolling" 7.

The error observed on such systems is something like:

Error: Package: 1:nginx-1.13.6-1.el7_4.ngx.x86_64 (nginx)
Requires: libcrypto.so.10(OPENSSL_1.0.2)(64bit)
You could try using --skip-broken to work around the problem
You could try running: rpm -Va --nofiles --nodigest

Unfortunately there is only one solution - get the systems upgraded to 7.4; one should also keep in mind that 7.0-7.3 are not supported by the distributions vendors anymore (including security fixes).
