You should use limit_conn
<http://nginx.org/en/docs/http/ngx_http_limit_conn_module.html#limit_conn>
in conjunction with limit_req
<http://nginx.org/en/docs/http/ngx_http_limit_req_module.html#limit_req>.
They are supplementing each other.
