My guess is that anyone who is still running a site or sites based on
FrontPage is not running anything high volume. Putting her on a VPS with
Apache is probably not going to stress your server very much. You might
remind her that there are no longer any security updates for FrontPage
as it is way beyond EOL (2006) and she should learn a new way to develop
her site(s). This may also be a concern for you. I'm not aware of any
security issues with FrontPage that allow a user to gain access to the
server itself from the VPS, but that doesn't mean they aren't out there.
Certainly if there are holes that use your server to send/relay spam
from your IP that would be bad enough. Again, I'm not really up on that.
Your alternative to using Apache on a VPS for her is to tell her that
you can no longer host FrontPage based sites and that she has a choice
to develop her site(s) using a more modern tool or to find another host.
