Here's a simplified version of I use the following to accomplish this,
inside my location block:

if ($uri ~* (\.css|\.js|\.ico|\.gif|\.jpg|\.png)) {
break;
}

Note that I haven't tested this simplified form directly, but I believe it
should work.
