is there a LAMP(Nginx Web Server, MySQL, and PHP,) type package for Nginx for the Linux operating system and also for the Windows operating system?

Not that I know of. I [b][u]JUST[/u][/b] posted my windows package of WEMP (enginx mysql php), if you want one for windows. check it out here:

it has the latest mysql and php, along with the latest STABLE nginx, already configured!

I did just create this project, so it's still starting. I'm uploading a development version of wemp (it's the developmental version of nginx) as we speak.

For the Linux bit you could use my automatic setup script. Just add an additional step at the end that adds PHP.
