100% CPU load with static build, --with-threads and Ubuntu 18

Hello!

I have a problem with Nginx when statically compiled with --with-threads option and executed on Ubuntu 18 server. With this combination, when executed, nginx takes 100% of CPU without any server load.

nginx.conf is empty (only empty events section)

This is the configure part:

./configure --with-cc-opt="-static -static-libgcc" --with-ld-opt="-static" --with-threads

It works OK with all other Ubuntu and Debian versions but with Ubuntu 18 specifically, CPU goes crazy. I have tried on fresh Ubuntu installs.

One more info. When compiled dynamically, without --with-cc-opt="-static -static-libgcc" --with-ld-opt="-static", it works OK.
I have tried all Nginx versions.
