Server 2008 r2 Nginx sending < 1mbps

Recently setup Nginx Gryphon on a windows box, nothing changed in the config other than adding the rtmp section.

Exact same zip/setup on 3 other machines, output is great, between 4-5mbps. On this server 2008 r2 box, I cant get more than 1mpbs-ish out.

Port 1935 added to firewall, even tried firewall entirely off. It's not being blocked, because I see it sending some data in the resource monitor for nginx.exe but, can never recieve more than 1mpbs if at all.

I added a 500mb file to the http dir, and it downloads at > 10mbps (but that uses a different port).

The host spoke with the data center, and assures me there is no throttling of rtmp or 1935 traffic.

Hoping someone here might have some insight on what is going on here. Thanks!
